Treasury Manager, Treasury Operations - Hong Kong

The Treasury Manager is a newly created role and is instrumental in ensuring the company has the necessary banking capacity to meet business objectives.

Reporting to the Treasurer, the successful candidate will ensure that decision makers are informed on key Treasury-related matters on a timely basis. Leading a team of two Treasury Operations Analysts, the Treasury Manager will oversee Treasury Operations including but not limited to Payments, Bank Account Openings, KYC, Bank Compliance, Covenant Compliance, Shareholder (CDBL) Reporting and TMS Administration.

This role requires a solid understanding of the China Banking System and an ability to communicate effectively with Chinese Banks to ensure that Treasury Operations’ activities are being conducted effectively and in a timely manner. The Treasury Manager must direct, supervise and manage the Treasury Operations Team to deliver on the following core responsibilities:

-  Liaise with banks off shore and in mainland China effectively, building excellent relationships with bank personnel

-  Develop a deep understanding of the rules governing RMB and USD payments in China, and the corresponding regulatory bodies (SAFE, PBOC and CBIRC)

-  Develop a deep understanding of bank requirements for processing USD and RMB payments, as well as different transaction types such as FX transactions and loan arrangements, and apply this understanding to achieve positive outcomes for the company 

-  Maintain and update a control list of all the hard copy financial instrument documents

- Review bank account requirements on an ongoing basis, ensuring bank account capacity is adequate at all times and also that any bank accounts surplus to requirement are closed

-  Maintain a control list of bank accounts to be opened, outlining all steps required to open each account (internal control and external requirements) and current status regarding each step

-  Maintain a control list of all bank accounts details

-  Complete bank account opening forms and requirements accurately and in a timely manner

-  Co-ordinate the collation of required ancillary information to open bank accounts with Dublin office and company secretarial, including KYC information, CDD information and ensuring necessary certifications are obtained

-  Take lead on ensuring payments on financial instruments occur in accordance with Treasury procedure and in a timely manner, following steps required for onshore and offshore platform, maintain monthly record for all the payments

-  Provide reporting and analysis required to assess matters such as company liquidity, investment yields, funding costs, and credit exposures to other financial institutions

-  Develop a solid understanding of all financial products of relevance to Treasury, including derivative products

-  Compile a complete list of after loan enquires from various banks, and submit required documents in a timely manner

-  May need to travel to mainland China to open bank accounts and/or perform administrative tasks such as obtaining company chops for payments and payment approvals from CDBL (Shenzhen)

-  Monitor interest income received and reconcile to internal calculation based on deposit contracts, liaise with banks for any differences noted

-  Conduct updates to the Treasury Management System ensuring it maintains an accurate record of all company’s financial instruments at all times

-  Co-ordinate team to meet CDBL reporting requirements, and develop effective relationships with key contacts at CDBL

Role Requirements

-  Tertiary education in a relevant discipline such as finance, accountancy or economics

-  Experience dealing with commercial banks, off-shore and on-shore, is a distinct advantage

-  Experience in a corporate treasury environment or banking back and/or middle office also an advantage

- Fluent in English and Mandarin, able to write effectively in English and simplified Chinese

-  Excellent track record in leading small teams to deliver accurate results on time in a fast-paced demanding international environment

-  Very good attention to detail

-  Self-motivated and conscientious with strong communication skills and a consummate professional

-  Results oriented with the ability to work both independently or as part of a team

-  Strong interest in or passion for the exciting world of commercial aircraft leasing
